The Enbridge Emergency Management department is looking for an Advisor Emergency Response and Incident Investigation! This role works to develop, maintain and continually improve the emergency management initiatives undertaken by the department. In addition, the role will conduct incident investigations to identify incident root cause and develop opportunities to drive improvement.

What You Will Do:

  • Develop emergency policies and plans, through collaboration with program areas and business units.

  • Implement and maintain the emergency management and business continuity programs. Key aspects of this role will be to build and enhance the emergency response capacity of our employees and external partners through training, and the development and conduct of emergency response exercises.

  • Identify and analyze trends in emergency response activities and incident investigation and initiate solutions.

  • Act as the lead investigator, responsible to fully investigate significant near misses and all incidents consistent with EGI and Safety & Reliability (S&R) Framework Standard for Incident Investigation. Working with a team of partners and specialists to define gaps and develop action plans, complete summary report and data entry into Encompass utilizing Systematic Causal Analysis Tool (SCAT).

  • Engage partners on completion of investigations and follow up on outstanding action items to ensure completion prior to due date to meet BU requirements for timeliness and quality.

  • Responsible for the preparation of summary reports and Human Performance Factor Assessments for LSR decisions by the Incident Review Committee (IRC), including providing to the IRC rationale and evidence for the HPA decisions.

Who You Are:

You have the following education and experience:

  • Related university degree and a minimum of 4 years’ of relevant experience OR 6+ years of previous field operations or relevant industry experience. An equivalent mix of formal education and experience may be considered.

  • Understanding of relevant Codes and Standards such as CSA B149.1, Z662, CER Onshore Pipeline Regulations or CSA Z246.2, OHSA.

  • Flexible and adaptable; able to work in ambiguous situations.

  • Proven ability to develop collaborative relationships, foster open communication, establish respect, pursue cutting edge innovation towards enhanced safety, inspire change and demonstrate integrity.

  • Ability to operate autonomously, self-manage towards objectives, utilizing effective time management methodologies, as well as working as part of a team to collaboratively achieve team goals and objectives within a team.

  • Proven courage to handle situations involving high emotions as well as the ability to remain calm and focused.

  • A good communicator with the ability to present sophisticated information in clear and concise written or oral formats.

  • Emergency Response training and experience with Incident Command Systems such as IICS 100, 200, 300 & EOC is preferred.

Working Conditions:

Emergency Advisors participate in an after-hours on call rotation and must be prepared to assist at any time to coordinate actual EOC operations during high consequence emergencies. This includes membership of Enbridge Enterprise Emergency Response Team (E3RT).

Primarily in office environment; with ad hoc field site visits. A valid G class Ontario Driver’s license and maintenance of a responsible driving record is required.

Minimal business travel in Ontario may be required.
